Retention and Disposition Schedule for New York Local Government Records

Is your agency prepared?

The State Archives recently revised and consolidated its local government records retention and disposition schedules into a single, comprehensive retention schedule for all types of local governments. The new schedule, Retention and Disposition Schedule for New York Local Government Records or LGS-1, supersedes and replaces:

CO-2 Schedule for use by counties (2006),

MU-1 Schedule for use by cities, towns, villages, and fire districts (2003),

MI-1 Schedule for use by miscellaneous local governments (2006), and

ED-1 Schedule for use by school districts, BOCES, County Vocational Education and Extension Boards, and Teacher Resource and Computer Training Centers (2004)

A copy of the LGS-1 is available on the State Archives website. Additional online resources include a list of the major revisions to the Schedule.

Navree Woods-Turner

In the fall of 2016, Navree Woods-Turner was ready for change and attended the Capital Region’s Times Union job fair seeking a new career opportunity. eBizDocs was in attendance as an exhibitor looking to find new talent. eBizDocs looked interesting, so Navree applied, despite not having specific document management experience. Fortunately, eBizDocs prides itself for looking beyond the resume and what life and character qualities each applicant brings to the table.

Navree previous work experience covered a broad spectrum and ranged from food service to a school bus monitor for Albany City Schools. She was also raising her family. As a Mom, she managed a household and already established the baseline skills to launch her on the right foot at eBizDocs. She understood how to listen before acting, and with four boys and a husband, Navree had patience. Ready to move out of her comfort zone, Navree accepted the job offer after her interview and tour of the eBizDocs facility. “eBizDocs just seemed like the right place at the right time for me,” said Navree.

Navree hired as an auditor. The audit position required Navree learn a sophisticated software program that assists with enhancing microfilm images as they are transferred into a digital format. The most important part of the job is ensuring 100 percent of the image is present with no content loss. Navree accepted this challenge and demonstrated exceptional skill on the job. Navree’s audit skills and work ethics were noticed as being high quality, consist, and dependable. When a Quality Assurance job opening occurred, Navree was approached about taking on the new position. Navree was excited about learning something new and adding to her eBizDocs repertoire of skills.

Quality Assurance (QA) is vital role to eBizDocs’ operation and Navree eagerly took on learning the new job. QA requires knowing product specifications and verifying all quality attributes are satisfied. Navree also needed to ensure compliance and regulations are followed and document quality/standards meet the customer’s expectations. This is a very detailed job. Counting documents, verifying every document has been captured and meets quality standards and is correctly indexed. As time progressed, Navree demonstrated growing skill in the job and as chance would have it, a new opportunity presented itself. A new job for the New York State Department of Criminal Justice (DCJS) needed offsite support and eBizDocs needed an offsite Team Lead. Navree jumped at the opportunity. Navree and her team of 5 were responsible for document preparation, scanning, and quality assurance. The challenge for the off-site team under Navree’s leadership was to finish the job in one year. When Navree thinks about the DCJS job she reflects: “I loved that job! eBizDocs assembled a great team and a secure space. We had complete control over the flow of boxes and worked together as a tight knit team.” The team stayed focused on meeting the customer’s need and giving their BEST! Navree was so pleased for eBizDocs, the team and proud of herself, when she learned DCJS expected problems and her efforts avoided all of them, and got the job done on time. Navree wanted to be moved out of her comfort zone when she was hired, and she has. She understands it takes the entire group to complete a job for a customer. Navree also believes working at eBizDocs taught her how diversity of a workforce enhances the outcome of product, and how important it is to have a management team that supports its workforce.

Currently, Navree has come full circle doing auditing again. Her organizational skills remain impeccable. She ends each day by making sure her desk in neat and ready for her in the morning. And she starts each day by starting up her computer, checking her email and checking in with the audit team. Navree’s advice for anyone interested in working in document management is simple. “Keep an open mind, be willing to learn new things, and know there are others to support you.”
